Havana Town Council set to approve final millage rate and budget at Sept. 29 meeting

The Havana Town Council approved a tentative millage rate and budget at its Sept. 16 public hearing, teeing up a final vote on Sept. 29.

The council unanimously approved a rate of 3.0000 mills, leaving in place the rate from the previous fiscal year. The rollback rate was 2.9314 mills.

The council also unanimously approved the tentative budget, which decreases the total operating expenditures 2% from the year before. The overall budget is balanced at $15.2 million.

Breaking down the budget

According to a budget provided by City Clerk Reena Alexander, ad valorem taxes and other general fund revenues total $1.52 million. The largest source of revenue—$7.9 million—comes from intergovernmental revenue, which includes federal, state, and county grants and funding.

The largest expenditure is $7.78 million on the “physical environment,” which includes things like solid waste management, stormwater drainage, street lights, and water supply and treatment.

The tentative police budget is $1,247,317, while the fire budget is $63,554. Other expenditures include general government services ($512,625), transportation ($336,470), human services ($57,500), and culture and recreation ($15,850).

The water, electric, gas, and sewer funds brought in a total of $5,173,193 in revenue, while expenditures for the same funds totaled $4,513,193.

The city council will meet on Monday, Sept. 29 to approve a final mill rate and budget. The meeting will be held at 6 p.m. at the Council Chambers at 711 North Main Street.
