REQUEST FOR QUALIFICATIONS

The City of CHATTAHOOCHEE is seeking Construction Engineering and Inspection (CEI) services for the Oak Street resurfacing project. The scope of this project will include the CEI services for the Oak Street resurfacing project as identified in the City’s Local Agency Participation contract with the Florida Department of Transportation (FDOT). Consideration will be given to only those firms that are qualified pursuant to law and that have been prequalified by FDOT to perform the indicated types of work.

Response Deadline: September 5, 2024 at 2:00 P.M. EST

Opening Date: September 5, 2024 at 2:00 P.M. EST

This project is state funded with assistance from the FDOT and the Federal Highway Administration (FHWA). By submitting a proposal, the Consultant certifies that they are in compliance with FDOT Procedure No. 375-030-006 (Restriction on Consultants Eligibility to Compete for Department Contracts) and that no principal is presently suspended, proposed for debarment, declared ineligible or voluntarily excluded from participation on this transaction by any Federal Department or Agency. If interested, qualified Consultants are required to submit their response to this Request for Qualifications electronically at the above DemandStar address. In accordance with Chapter 287.133(2)(a), Florida Statutes, a person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal. MBE/WBE firms are encouraged to submit proposals. The City will select the engineer in accordance with the Consultants Competitive Negotiations Act (Section 287.055, F.S.).

Proposals Due to BOCC Friday, September 6, 2024 @ 3:00 PM EST 

Sealed proposals will be received at the office of the Board of County Commissioners, Purchasing Office,  9-B East Jefferson Street, Quincy, FL 32351 until FRIDAY, SEPTEMBER 6, 2024 @ 3:00 PM local time, at  which time the proposals will be opened and read aloud. Proposals received after said time will be  returned unopened.  

The principal features of this procurement by the County are known as: Gadsden County Housing  Asbestos Inspection Services. The specifications of the procurement are stated in RFP 24-07 RE-BID. 

The RFP 24-07 RE-BID and any addendum issued will be posted on the County’s website at  www.gadsdencountyfl.gov or can be obtained by contacting the County’s Procurement Office at  Procurement@gadsdencountyfl.gov. 

A person or affiliate who has been placed on the Convicted Respondent list following a conviction for a  public entity crime may not submit a bid on a contract to provide any goods or services to a public entity,  may not submit a bid on a contract with a public entity for the construction or repair of a public building  or public work, may not submit bids on leases of real property to a public entity, may not be awarded or  perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public  entity, and may not transact business with any public entity in excess of the threshold amount provided  in Section 287.017, Florida Statutes for a period of 36 months from the date of being placed on the  Convicted Respondent list.  

The Gadsden County Board of County Commissioners reserves the right to waive informalities in any bid;  reject any or all proposals, in whole or in part; re-bid a project, in whole or in part; and to accept a proposal  that in its judgment is the lowest and best bid of a responsible bidder with all decisions being made based  upon what Gadsden County believes to be the best interests of its ratepayers, in the reasonable exercise  of its discretion. Gadsden County further reserves the right to increase or decrease quantities as may be  required to meet the needs of Gadsden County, at the unit price which was bid.
